I don't recognize the character specifically, but the artwork is the mid-90's NEC/Konami style.There were a lot of Dating Sim games from that time period, many of which had anime spinoffs. I am sure this character is from one of these. I would check those usual suspects from that time period: Tokimeki Memorial (or it's numerous sequels), Sentimental Graffiti, Dokyusei ("classmates"), etc.

I agree that this art stile is quite nice.It seems that mainstream Anime/game art tends to follow general trends. This particular style was very common in the early/mid 90's but as computers become more prevalent in animation it seems to have declined. In the late 90's everyone was copying Gainax. Now we've got the aforementioned moe-loli permeating most things.
